This means that the value of a job in an application analysis role doesn’t depend on the quality of work that was delivered (or the amount of time spent on the work). Rather, the most important factor is the value of the new skills acquired to the company.
When you ask for a raise, you are asking your boss to pay for your “new” skills. The application analyst must learn new skills, and the cost of those skills includes the time spent learning them (the “time value of the use of capital”). The value of the new skills is in the quality of the work performed and the amount of time spent on the work.
In the same way, I would guess that a good application analyst must have a good work ethic, a good relationship with the client, a good sense of humor, and a good attitude. The salary of an application analyst is determined by the amount of time she spends on the job. The more time she spends on the job, the higher the salary. That is how I know, when you’ve been asking me for a raise, that the job has gotten boring.
